Mi è capitato di incontrare questo problema su Exchange Server 2010. Pensavo in un primo momento che fosse un problema di autorizzazioni ma dopo varie ricerche su Internet ho capito quale fosse il vero problema.
Aprendo la Exchange Management Console mi compariva il seguente messaggio:
Initialization Failed: Connecting to remote server failed with the following error message: Access is denied.
Nel Registro Eventi (event viewer) l’errore nel dettaglio riportava:

Dopo varie verifiche il problema era nato dal fatto che i server exchange ed i server domain controller non avevano le date sincronizzate.
Dopo averli sincronizzati, continuavo ad avere problemi, poi mi sono ricordato che i server, non essendo tutti virtuali, venivano aggiornati con il clock in modo differente. Quelli virtuali venivano sincronizzati con i rispettivi host mentre quelli reali con i server ntp.
Mi è bastato disabilitare tale future sui server virtuali, in tal modo anche loro si sono sincronizzati con l’ntp server.
